Secondary market regulation traditionally seeks to address “intermediary risks” – for example, will middlemen safely custody customer assets, are transactions and trading practices transparent, and are market participants protected from fraudulent and deceptive market manipulation? Centralized and decentralized exchanges do not present the same risks on these fronts.
Centralized exchanges typically custody customer assets, settle transactions off-chain, and have opaque transaction records. Therefore, CEX users may reasonably ask how an exchange will custody assets, secure data, share best price information, and protect them from fraudulent and deceptive trading practices. Yet, instead of addressing these issues with a straightforward compliance path, U.S. regulators have created a Kafkaesque trap, refusing to provide a practical registration option while nonetheless threatening legal action against those who don’t register.Our proposed framework for centralized exchanges would directly target these problems. We propose a tailored registration path for crypto commodity CEXs administered by the CFTC, whereby CEXs provide price transparency and disclose their custody, cybersecurity, and anti-manipulation policies. These disclosures, subject to CFTC antifraud authority, will allow consumers to choose the exchanges that best suit their needs.
For crypto securities exchanges, we propose amendments to the Securities Exchange Act’s broker-dealer registration requirements, a new crypto-specific alternative trading system rule, and a free-market oriented cost-benefit framework for SEC rulemaking. Combined, these updates seek to modernize securities regulations to suit the reality of crypto marketplaces dealing directly with retail customers, as well as remove the SEC’s perennial Sword of Damocles – regulation by enforcement – which stymies good-faith developers in the U.S.

CMC then uses the estimated volumes to detect “outliers,” where its machine learning model can spot which exchanges are reporting exponential volumes relative to its predictions.

Under the new algorithm, the top exchange is awarded a score of 1,000 points. Other exchanges are then given scores against the performance of the top exchange.

While this may be a big change from the previous system that reportedly relied heavily on web traffic figures, there hasn’t been a major reshuffle at the top of the rankings: Binance is still in first place. Chan said that the company’s decision to implement the changes was not influenced by its new owner:
While the confidence factor could be viewed as an improvement, it has not been met with universal acclaim. One Twitter user going by the name of Cosmonaut criticized CMC for placing BitMEX, a popular derivatives exchange, in 175th place. Deribit and Bybit, two other well-known derivatives platforms, were ranked closely at 179 and 177, respectively, at the time of reporting.

Puzzlingly, BitMEX was found to have a near-perfect web traffic score of 960 but a liquidity score of zero. In fact, 175th place appears to be a cliff-edge for exchanges that find themself at the precarious end of CMC’s rankings, as after this all exchanges have liquidity scores of zero. A CMC representative offered an explanation that the ranking only takes spot exchanges into account, with the derivatives platforms soon to be included.

But this does not account for another of Cosmonaut’s hawkish observations. The Twitter user pointed out that several exchanges in the top 50, such as CoinDXC and Huobi Russia, also have liquidity scores of zero.

Ayyar, who is Luno’s vice president of corporate development and international, resigned from the firm after seven years working there, he told CNBC Tuesday.
It comes after the company, which is owned by Digital Currency Group, announced the closure of its operation in Singapore, where Ayyar is based.

Ayyar said the move was not related to Luno’s decision to exit Singapore, however, and that he quit to join another company in the crypto and Web3 space. Ayyar did not disclose which company he is joining next.

“I’ll be leaving Luno after 7 years at the company,” Ayyar said in a WhatsApp message. “Given the time I’d spent at Luno, just seemed like it was time for another challenge.”

A Luno spokesperson confirmed Ayyar’s decision Tuesday.

“Vijay will be leaving after seven years,” the spokesperson said. “His role is a global one and isn’t tied to anything related to our Singapore closure. He’s leaving to pursue a new opportunity in the industry.”

Ayyar held a number of roles at Luno over the years. He was most recently tasked with building out the firm’s business-facing services, pitching Luno accounts to funds, fintech companies, and businesses wanting to use crypto.

Before that, Ayyar led Luno’s partnership efforts globally and helped the exchange launch in over 40 markets across Southeast Asia, Africa, Europe, and the U.S.

In addition to his corporate responsibilities at Luno, Ayyar also serves as something of a crypto market guru, providing frequent commentary to the press on moves in markets.

His departure comes as Luno undergoes a major restructuring effort to contend with the lull in crypto markets. Luno laid off 35% of its workforce in January, joining a host of other crypto exchanges that have cut jobs.

The company also lost its co-founder and chief technology officer, Timothy Stranex, in December.

In March, Luno announced its CEO Marcus Swanepoel was stepping down and would be replaced with Chief Operating Officer James Lanigan.

The company hired Canaccord Genuity, the investment bank, to court outside investors for the first time since it was taken over by DCG in 2020.

DCG, Luno’s parent company, has been grappling with the ongoing fallout from last year’s plunge in token prices and collapses of numerous crypto companies and projects, including Terra, Three Arrows Capital, and, most notably, FTX.

DCG reported a loss of $1.1 billion in 2022, DCG-owned crypto news outlet CoinDesk reported in February, citing the firm’s annual investor report. The firm blamed the huge loss on the impact of collapsed crypto hedge fund Three Arrows Capital defaulting on a loan to digital currency lender Genesis, which DCG also owns. Genesis filed for bankruptcy in January owing creditors north of $3 billion.
